About Landscape Boards

What is Landscape SA?

Landscape SA is the name given to the system for managing South Australia’s landscapes. There are nine landscape boards across the state, each working with communities, landholders and partners to care for land, water, biodiversity and agriculture.

Boards provide advice, support and funding to encourage action on the ground, while also planning for the long-term health and productivity of our landscapes. Together, they help keep our environment and communities resilient now and into the future.

Hills and Fleurieu Landscape Board

The Hills and Fleurieu Landscape Board is one of the nine Landscape Boards established under the Landscape South Australia Act 2019. We administer the Act and provide strategic leadership for the region’s landscape management, supporting all sectors of the community and all levels of government. 

How we support the region: 
  • Implementing the regional landscape plan: We deliver strategies tailored to the unique needs of the Hills and Fleurieu region.
     
  • Supporting sustainable land and water management: We help landholders and communities care for natural resources.
     
  • Coordinating pest animal and weed control: We assist with managing invasive species to protect native ecosystems.
     
  • Protecting and restoring landscapes: We run programs that conserve biodiversity, soil health, and water quality.
     
  • Partnering with First Nations groups: We support First Nations land and cultural management and care for Country.
     
  • Working with communities: We engage local people in conservation and sustainable land practices.
     
  • Delivering funding and grants: We provide financial support through Grassroots Grants and Greensafe Grants.
     
  • Monitoring and reporting on natural resources: We collect and share data on the health of our ecosystems, water, and land.

Landscape board funding and levies

Landscape Boards in South Australia are funded through a combination of Landscape levies, state government funding, Australian Government grants, partnerships and fee-for-service activities. 

Regional Landscape Levy

What is the landscape levy 

The landscape levy is paid by all ratepayers across South Australia. Local councils collect the levy from ratepayers on behalf of their local landscape board. The levy helps fund the work needed to protect and enhance our environment and natural resources. 

How is my levy calculated  

The landscape levy is based on the capital value of your property. Each year, the total landscape levy collected across the region increases by CPI (Consumer Price Index). Sometimes an individual landowner’s levy may increase more or less than CPI depending on changes in the capital value of their property.  

What does the landscape levy pay for? 

The landscape levy helps protect the region’s natural assets including water, soils and biodiversity. Funds are used for managing pest plants and animals, planning and management of water resources, restoring threatened ecosystems and providing grant funding to community groups to undertake important environmental work. The levy assists our team of Stewardship Officers who work directly with land managers providing support and advice. Staff also have an important role ensuring land managers comply with regulations relating to managing declared pest plants and animals, soils and water affecting activities.

Freedom of Information

The Freedom of Information Act 1991 (FOI Act) provides members of the public a legally enforceable right of access (subject to certain restrictions) to documents held by government.

The purpose of the FOI Act is to promote openness in government and accountability of Ministers of the Crown and other government agencies to enhance respect for the law and further the good government of the State. It is also to facilitate more effective participation by members of the public in the processes involved in the making and administration of laws and policies.

The Hills and Fleurieu Landscape Board (the board) fully supports the objectives and spirit of the FOI Act.

The FOI Act allows members of the public to:

  • request access to documents held by the board

  • request the amendment of documents that contain personal information about the applicant which is incomplete, incorrect, out-of-date or misleading.

Making an application

In accordance with the FOI Act, applications for access to documents held by an agency must:

  • be made in writing; you may choose to write a letter, email or use the FOI application form

  • specify that the application is made under the FOI Act

  • be accompanied by an application fee, see details below

    • pensioners or health card holders and other financially disadvantaged applicants can apply for a reduction in fees, including the application fee. Please provide supporting evidence of your concession card with your application. If you seek a reduction in fees due to financial disadvantage, please phone the Freedom of Information Officer on (08) 8273 9100.

  • specify an address in Australia to which information can be sent

  • clearly identify the documents being sought and the matter to which they pertain

  • specify whether the documents being sought contain information of a personal nature

  1. Formal meeting minutes, internal notes, and correspondence relating to the decision-making meeting held on 1 May 2025 regarding my water-related complaint;

  2. The official outcome or determination issued as a result of that meeting;

  3. A copy of any notice issued to the landholder in relation to rectifying the unauthorised activity;

  4. All supporting materials and records used to inform, guide, or justify the decision-making process, including but not limited to internal and external correspondence, assessments, reports, memos, photographs, technical evaluations, field notes, staff recommendations, legal reviews, and any records of communication with external stakeholders, consultants, or government departments.

These documents are requested in the context of an alleged breach of Section 104 of the Landscapes South Australia Act 2019, which has had direct implications for water access and dam functionality on my property.

This request may include documents containing personal information relating to myself as the original complainant. I confirm that I am seeking access to such information as part of this application.
